the Government of the State of Qatar and The Government of the Republic of San Marino, hereunder the "Contracting States", wishing to conclude an Agreement for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income and to strengthen the disciplined development of economic relations between the two States in the framework of greater cooperation, have agreed as follows:
